Defense attorney Tom Brantley said Neal pleaded guilty to two criminal charges. Seven others were dismissed.
Neal admitted conspiring with two women to file the returns then direct refunds to prepaid debit cards mailed to him.
Defendant Nina McKinnie Macena is scheduled to go on trial Monday in Dothan while Ivory Minnette Bolen pleaded guilty in May and was sentenced to 42 months in prison.
Neal is expected to be sentenced in the next two to three months.
